Transfer Station Committee

The Town of Harvard Select Board proposes creating an ad-hoc committee to review current function, services, and usage of the Town’s Transfer Station and provide a suite of recommendations to
ensure its future viability.

Specific areas for the Committee to review and make recommendations include:

  • Ways to increase usage by town residents
  • Potential new services with cost/benefit analysis
  • Operating Hours
  • Fee structure
  • Potential revenue opportunities
  • Potential funding opportunities
  • Distribution of Recycling Dividend Points from MassDEP
  • Ensuring Transfer Station is ADA compatible
  • Exploring a standing town Transfer Station Committee

The Committee will gain insights through review of current of user data, research of trash & recycling programs of comparative towns, and interviews with Head of Dept of Public Works, Town Hall staff, other relevant state groups, town committees, and town residents—both those that currently use the transfer station and those that do not. If it deems necessary, the Committee will host town-wide forums to gain further insights and ideas.

The Committee will provide periodic updates to the Select Board with the goal of presenting a draft report to the Select Board by April 30, 2024.

The make-up of the committee will include:

  • 2 At-large residents
  • 2 Members of Board of Health
  • 2 Members of Select Board
  • 1 Member of Harvard Energy Advisory Committee
